Albany, Georgia
Average price: $131,279
Although Albany might have a few more people living there than you'd expect to see on this list, it still offers small-town charm and home prices that help you keep more cash in your wallet. With its riverfront parks, strong agricultural traditions, and music scene, retirees are certain to find a lot to do without having to spend too much.
Although values fluctuate, the average home price in Albany has remained consistently below $150,000 (currently around $130,000) over the last few years.

While the larger area has a population of 194,000, several areas in and around Brownsville (like Lasara, Villa Nueva, and Havana) have as few as 300 residents.
Joplin, Missouri
Average price: $202,523
With a population of 54,000 residents, Joplin is a quintessential small town, although residents say it has a larger city feel. It's also a key stop on historic Route 66, which means it offers a lot to do and see.
The town's average home price is below $210,000, but it's the town's commitment to new housing, businesses, and growth that truly sets it apart.
Kingston, Pennsylvania
Average price: $225,329
With an exceptional livability score and a walkability score of 72 ("very walkable"), Kingston is a lovely small town where you can purchase a retirement home for right around $225,000. Although it's slightly higher when it comes to budget, you'll find the small town charm can't be beat with roughly 13,500 local residents.
Rochester, New York
Average price: $241,627
Another one that is on the higher end of the budget, but it offers some perks that are sure to benefit retirees. It's home to the University of Rochester Medical Center, which puts top-tier medical care right outside your door.
Although the main city has a large population, certain communities in the area, like Lima, Hemlock, and Springwater, have as few as 2,000 residents.
Rockford, Illinois
Average price: $180,220
For Rockford, the average home value remains consistently under $200,000. Like other areas, the city itself has a larger population. However, some communities like Timberlane or Caledonia have fewer than 1,000 people.
The town was once a manufacturing hub, but you don't have to worry about being surrounded by factories. Rockford is undergoing revitalization with the addition of public gardens, museums, a new Hard Rock Casino, and the popular Anderson Japanese Gardens.
Vincennes, Indiana
Average price: $166,570
Last but not least, we close out with a city in the Midwest that's known for its cozy towns. Vincennes is the oldest town in Indiana and has fewer than 17,000 residents. Aside from its low cost of living, the area is also along the Wabash River, which offers both scenic views and plenty of recreational activities.
