The Social Security Administration reports that the average retired worker collected roughly $1,976 a month in benefits in 2025. For a retiree weighing where that money would go furthest, small and mid-sized river towns are worth a look, because rent, home prices, and everyday costs in many of them sit low enough that the essentials could plausibly be covered on the benefit alone.

A river address does not guarantee a water view, and river towns can carry flood risk, insurance premiums, and extra upkeep that no median rent or home value figure captures. With that caveat in mind, here is a look at towns where the math has a real chance of working.

Editor's note: Median gross rent figures are from City-Data (2024); home values are from Zillow (September 2026). Cost of living figures come from Sperling's BestPlaces.

Fort Smith, Arkansas

Median rent: $965

Average home value: $193,081

Fort Smith sits in the Arkansas Valley at the confluence of the Arkansas and Poteau rivers, along the Arkansas-Oklahoma state line. Waterfront parks and multi-use paths give downtown a riverfront feel, a Western frontier heritage still shows in the historic core, and a local college adds a current of college-town energy.

Arkansas does not tax Social Security benefits. The cost of living runs 23.4% below the national average, and a regional hospital system supports general and specialty care. Between the modest rent and an average home value under $200,000, this is a town where renting on the benefit alone looks realistic.

Sioux City, Iowa

Median rent: $992

Average home value: $200,738

Sioux City pairs a waterfront setting with housing math that barely needs explaining. Rent under $1,000 and an average home value around $200,000 leave meaningful room under the average Social Security benefit, whether a retiree is renting or already owns.

Iowa does not tax Social Security benefits, so the full check stays available for housing, groceries, and everything else a month requires.

Bowling Green, Kentucky

Median rent: $1,092

Average home value: $280,339

College-town energy runs through Bowling Green, and the Barren River gives the city its waterfront parks and trails. Mammoth Cave National Park lies in the surrounding area, an easy draw for day trips and visiting family.

Kentucky does not tax Social Security benefits. The cost of living runs 14.6% below the national average, and a regional hospital system serves residents. Rent claims a little over half of the average benefit, which makes renting workable but tight without other income.

Yakima, Washington

Median rent: $1,101

Average home value: $358,493

Yakima's identity is tied to its high-desert valley setting near the Yakima River, ringed by wine-country vineyards and orchards that keep the pace agricultural and the weekends outdoors. A local two-year college and a walkable downtown core fill in the rest.

Washington has no state income tax at all, so Social Security benefits go untaxed. The cost of living runs 7.9% below the national average, and a regional health system covers the area. Rent is manageable on the average benefit, though the higher average home value suggests buying works best for those arriving with equity from elsewhere.

Kalamazoo, Michigan

Median rent: $1,107

Average home value: $243,052

Kalamazoo blends college-town energy from a local university with a walkable arts scene that includes an art museum. The Kalamazoo River traces through downtown, lined with waterfront parks and trails that are easy to reach from most neighborhoods.

Michigan does not tax Social Security benefits. The cost of living sits 12.3% below the national average, and a regional health system with hospital campuses serves the surrounding southwest Michigan area. Rent lands near 56% of the average benefit, workable for a renter watching other expenses closely.

Lynchburg, Virginia

Median rent: $1,162

Average home value: $263,571

Lynchburg's walkable downtown sits above the James River, where riverfront parks and a multi-mile trail network, including a paved creekside path and a river island trail, support walking, biking, and paddling. The Blue Ridge Mountains form a visible backdrop, and college-town energy sets the pace of daily life.

Virginia does not tax Social Security benefits. The overall cost of living runs about 19% below the national average, and a regional health system provides hospital-based and specialty care for the city and surrounding counties. Rent takes up roughly 59% of the average benefit, a number that works for renters who keep other costs modest.

Appleton, Wisconsin

Median rent: $1,210

Average home value: $304,619

Appleton pairs small-city amenities with walkable neighborhoods and a settled, community feel. The Fox River runs through downtown, lined with waterfront parks and trails, Lake Winnebago sits just south of the city, and college-town energy shapes much of the local culture.

Wisconsin does not tax Social Security benefits. The cost of living runs 11.9% below the national average, and a regional hospital system covers Appleton and the Fox Cities area. With rent near 61% of the average benefit, renting is possible but leaves less margin, making a paid-off home the more comfortable option for some.

Rapid City, South Dakota

Median rent: $1,210

Average home value: $360,913

Rapid Creek runs through the heart of town, framed by greenways and bike trails, and the city sits on the eastern edge of the Black Hills with national park and monument sites nearby. Local college and technical-college campuses keep some youthful energy downtown.

South Dakota has no state income tax at all, so Social Security benefits are untaxed. The cost of living runs 2.2% below the national average, and a regional health system serves the area. Rent claims about 61% of the average benefit, workable with careful budgeting, while the higher home values point toward ownership for retirees who arrive equity-rich.

Idaho Falls, Idaho

Median rent: $1,237

Average home value: $394,199

Idaho Falls follows the Snake River through downtown, with paved paths winding through green space along the water. A local two-year college adds modest college-town energy, and the quiet high-desert setting, on Mountain Time, gives the city an unhurried feel.

Idaho does not tax Social Security benefits. The cost of living runs 5.7% below the national average, and a regional health system supports routine and specialty care. Rent takes up roughly 63% of the average benefit, and the higher average home value makes this a place where a paid-off house, rather than a mortgage or a lease, keeps the math comfortable.

Wilmington, Delaware

Median rent: $1,325

Average home value: $327,252

Wilmington brings a waterfront setting together with the amenities of a city rather than a village, which shows up in the housing numbers. Rent would consume about two-thirds of the average Social Security benefit, leaving little room for other essentials on that income alone.

Delaware does not tax Social Security benefits. With an average home value above $317,000, this is a city better suited to retirees who arrive with a home already paid off than to those planning to rent or finance a purchase on benefits alone.

Melbourne, Florida

Median rent: $1,669

Average home value: $357,832

Melbourne's downtown sits on the water, with waterfront parks and trails tracing the water's edge and a nearby causeway leading to Atlantic Ocean beach access. A local college adds a dose of college-town energy.

Florida has no state income tax at all, so Social Security benefits pass through untaxed. The cost of living runs 4.4% below the national average, and a regional health system serves the area. Rent alone would claim roughly 84% of the average benefit, making this a place where a paid-off home, not a lease, is the more realistic path to living on Social Security.

Bottom line

Living on Social Security alone has less to do with finding one perfect address than with matching the housing math to your situation. In some of these towns rent fits comfortably under the average benefit; in others, only a paid-off home makes the monthly numbers work.

Wherever the water runs, check flood zones, insurance requirements, and upkeep costs before assuming a river town address comes cheap, and price out both renting and buying before you commit.
