10 Small Towns Where an Average Social Security Check Can Cover a Comfortable Life

The average Social Security retirement check doesn't stretch far in much of the country, and for nearly 27 million retired workers who collect less than $2,000 a month, according to the Social Security Administration, it stretches even less. But the math changes in places where rent and home prices sit well below the national norm.

To find towns where you can stretch your retirement dollars further, FinanceBuzz analyzed Zillow housing data and U.S. Census demographics across small cities nationwide, looking for low rents, low home values, and state tax rules that leave Social Security alone.

Dothan sits in Alabama's Wiregrass region, a flat, farm-country pocket known locally as the Peanut Capital of the World. Alabama does not tax Social Security benefits, so a retiree's full monthly check goes toward daily costs rather than a state tax bill. Median rent here runs about $1,016 a month, leaving a comfortable cushion against the average $2,071 Social Security check, and the typical home costs roughly $199,000, well under the national average near $357,000.

Southeast Health, the area's main hospital system, anchors health care access, and the Wiregrass has produced a growing calendar of festivals, farmers markets, and outdoor events. Nearly 20% of Dothan's population is 65 or older, a sign the town already has retiree-friendly infrastructure in place.

Canton, Ohio

Median rent: $844 a month

Average home value: $162,163

Canton, home to the Pro Football Hall of Fame, offers some of the lowest rent of any town in this list at roughly $844 a month, well under half the average Social Security check. Ohio does not tax Social Security income, so retirees keep their full benefit at tax time.

The average home value of about $162,000 sits far below the national figure, and Stark County's more than 50 public parks give retirees plenty of low-cost recreation. Aultman Hospital and Mercy Medical Center provide health care access within the city itself, which matters given that about 15% of Canton's residents are already 65 or older. Canton's compact downtown and proximity to Akron and Cleveland also mean bigger-city amenities and specialists are not far away.

Harlingen, Texas

Average home value: $193,747

Harlingen, in the Rio Grande Valley near South Padre Island, has long drawn "Winter Texans," retirees who spend the colder months in the region's mild climate. Texas has no state income tax at all, which means Social Security benefits, pensions, and any other retirement income are never taxed at the state level.

Median rent in Harlingen runs about $1,043 a month, and the average home costs roughly $194,000, both comfortably below national norms. Valley Baptist Medical Center provides regional health care access, and the nearby Gulf beaches, birding trails, and warm winters give retirees an active, outdoor-oriented lifestyle without a high cost of living. About 17% of Harlingen's population is 65 or older.

Janesville, Wisconsin

Average home value: $276,815

Janesville, along the Rock River in southern Wisconsin, has rebuilt its economy in the years since its GM plant closed, and today it offers a walkable downtown alongside affordable housing. Wisconsin does not tax Social Security benefits, an important detail for retirees on a fixed income. Median rent of about $993 a month leaves a wide margin against the average Social Security check, and the roughly $277,000 average home value still runs below the national figure.

Mercyhealth Hospital Rock County covers local health care needs, and the town's 68 parks and river frontage give retirees inexpensive ways to stay active. Almost 20% of residents are 65 or older, and nearly 27% of households report retirement income, a sign the town already skews toward retirees.

Cheyenne, Wyoming

Cheyenne, Wyoming's capital, sits at the edge of the Rocky Mountains and hosts Frontier Days, one of the country's largest rodeos, every summer. Wyoming has no state income tax whatsoever, so Social Security benefits and every other source of retirement income pass through untaxed.

Median rent runs about $1,178 a month, well under the average Social Security check, though the Census-reported median home value of roughly $361,000 sits close to the national average, making renting the more reliable route to affordability here. Cheyenne Regional Medical Center provides health care access, and nearly 31% of local households report retirement income, the highest share of any town on this list. The mountain scenery and mild summers give retirees year-round outdoor recreation within a short drive.

Albany, Georgia

Average home value: $126,497

Albany, in southwest Georgia along the Flint River, played a pivotal role in the civil rights movement and today offers some of the more affordable housing in the state. Georgia does not tax Social Security benefits, which helps a fixed income go further.

Phoebe Putney Memorial Hospital serves as the region's main health care provider, and the city's 65 public parks offer inexpensive recreation along the riverfront. Scranton, Pennsylvania

Pennsylvania does not tax Social Security benefits, a meaningful break for retirees living on a fixed check. Median rent runs about $1,102 a month and the average home costs roughly $187,000, both below national norms, leaving a comfortable margin against the average Social Security benefit.

Geisinger Community Medical Center and Regional Hospital of Scranton give retirees local health care access, and the nearby Pocono Mountains add hiking, skiing, and lake recreation within easy driving distance. About 19% of Scranton's residents are 65 or older.

Decatur, Illinois

Decatur, in the heart of Illinois farm country, has some of the cheapest housing of any town on this list, with an average home value just under $98,200. Illinois does not tax Social Security benefits, so retirees' checks are not reduced at the state level.

Median rent of about $892 a month means the average Social Security benefit could cover housing several times over, a rare cushion for a fixed budget. HSHS St. Mary's Hospital and Decatur Memorial Hospital provide local health care access, and the town's Lake Decatur and 41 public parks offer low-cost fishing, boating, and walking trails. More than 22% of Decatur's population is 65 or older, and 26% of households report retirement income.

Gulfport, Mississippi

Gulfport, on the Mississippi Gulf Coast, gives retirees beach access, casinos, and a warm climate at a fraction of the cost of similar coastal towns elsewhere in the country. Mississippi does not tax Social Security benefits. Median rent of about $1,131 a month and an average home value near $196,000 both sit well under national figures, leaving room in a typical Social Security check for the coastal lifestyle.

Memorial Hospital at Gulfport anchors regional health care, and nearly 28% of Gulfport households report retirement income, the second-highest share of any town on this list. About 19% of the population is already 65 or older.

Muncie, Indiana

Muncie, home to Ball State University, blends a college-town feel with some of the most affordable housing in the Midwest. Indiana does not tax Social Security benefits, and the city's mortgage-to-rent ratio is among the lowest of any town here, a sign that renting is a particularly strong value locally relative to buying.

Median rent of about $959 a month leaves a wide cushion against the average Social Security check, and the average home value of roughly $147,000 runs well below the national figure. IU Health Ball Memorial Hospital provides health care access, and the university brings arts events, lectures, and recreational facilities that a town this size wouldn't typically have. About 16% of Muncie's residents are 65 or older.

The data shows that the average Social Security check, modest as it is against the cost of living in much of the country, can eliminate some money stress and cover a comfortable no-frills life in smaller towns where rent and home prices have stayed well below the national norm. None of these 10 towns tax Social Security benefits, and in most, the typical rent uses up less than half of the average monthly check, before grocery costs, utilities, or health care costs enter the picture.

One factor worth watching beyond the numbers in these entries: Several of these towns, including Muncie, Canton, and Decatur, have notably low mortgage-to-rent ratios, meaning homeownership costs relatively little compared to renting there. For retirees who arrive with home equity from a previous sale, buying outright in one of these towns could cut housing costs even further than the rental figures suggest, though closing costs, property taxes, and maintenance still deserve their own budget line.
