The average retired worker collects roughly $1,976 a month, according to the Social Security Administration. Two average earners together bring in about $3,950 a month, or roughly $47,400 a year, before Medicare premiums and other deductions come out.

Every town below sits on a lake, river, bay, or coastline, and each one could allow couples living on just Social Security. Here's how the rent, home values, and cost of living stack up in 10 of them.

Erie, Pennsylvania

Median rent: $808

Average home value: $204,067

Erie sits on the shore of Lake Erie, where a large peninsula state park delivers miles of beach and multi-use trail, and more waterfront parks and trails line the bayfront closer to downtown. Several local colleges give the city a youthful, walkable energy that keeps downtown from feeling sleepy.

Pennsylvania doesn't tax Social Security benefits, and the overall cost of living here runs about 19.2% below the national average. With rent under $810 a month, a couple living on the average combined benefit would have roughly $37,700 left each year for everything else. A regional network of hospitals and health systems serves the area.

Daytona Beach, Florida

Median rent: $1,533

Average home value: $251,316

Daytona Beach splits into mainland and barrier-island sides along the Halifax River, a tidal waterway that's part of the Intracoastal Waterway, with a local college campus adding some youthful energy to the mix. The Atlantic Ocean is the headline draw, but the river side has its own waterfront parks and trails worth exploring.

Florida has no state income tax at all, so Social Security goes untaxed. Cost of living runs about 5.1% below the national average, though rent eats a sizable share of a couple's benefit check. Renting works with careful budgeting, and the numbers get far easier for a couple who arrives with a home already paid off. Coastal buyers should also price in flood and hurricane insurance. Regional hospital systems handle emergency and specialty care.

Gulfport, Mississippi

Median rent: $1,131

Average home value: $206,122

Gulfport runs along the Gulf of Mexico and Mississippi Sound, with white-sand beaches, a working harbor, and waterfront parks and trails in town. Nearby barrier islands fall within a national seashore, and a local two-year college adds a bit of campus energy.

Mississippi doesn't tax Social Security benefits, and the cost of living sits about 17.4% below the national average. Home values stay under $206,000 and rent lands near $1,130 a month, leaving a reasonable cushion after housing for a couple on an average combined benefit. As with any Gulf Coast town, flood and hurricane insurance deserve a line item before committing to a purchase. A regional hospital and health system serve the area.

Duluth, Minnesota

Median rent: $1,077

Average home value: $296,120

Duluth sits where the St. Louis River empties into Lake Superior, with lakeside parks built for scenic hikes and an outdoor-recreation culture that revolves around hiking and water trails. A local college keeps the city from feeling too quiet.

Minnesota does tax Social Security benefits, but a subtraction eliminates the tax for most retirees, with the full subtraction applying up to $110,780 of adjusted gross income for joint filers and surviving spouses. The overall cost of living index here is 84, or about 16% below the national average. Heating bills are worth budgeting for separately from that baseline figure.

Lake Charles, Louisiana

Median rent: $1,026

Average home value: $206,813

A downtown lakefront built along Lake Charles anchors this city, with a boardwalk, a sandy beach, and waterfront parks connecting out to the Calcasieu River. A four-year college in town adds youthful energy, and a deep Cajun and Creole heritage shows up in the local food and festivals.

Louisiana doesn't tax Social Security benefits, and the cost of living runs about 15.9% below the national average. Rent near $1,025 a month and home values under $207,000 leave plenty of a couple's combined benefit for everyday expenses. Given the Gulf Coast location, hurricane and flood insurance are worth pricing out before buying. A regional hospital and health system cover general medical needs.

New Bedford, Massachusetts

Median rent: $1,225

Average home value: $439,098

New Bedford sits at the mouth of the Acushnet River on Buzzards Bay, and its sheltered harbor has long been a hub for commercial fishing, giving the whole waterfront a working, maritime feel. A local college campus sits right in the heart of downtown.

Massachusetts doesn't tax Social Security benefits. The cost of living here runs about 11.7% above the national average, and home values above $420,000 are out of reach for a benefits-only couple financing from scratch. Renting at $1,225 a month is the realistic path unless a couple arrives with home equity in hand. Harbor-area property also tends to carry flood insurance costs worth factoring in. A regional hospital system serves the area.

Wilmington, Delaware

Median rent: $1,325

Average home value: $327,252

Wilmington sits where the Christina River meets Brandywine Creek, close to where the Christina flows into the Delaware River, which gives the city waterfront parks and trails along several waterways at once. Several local colleges add modest college-town energy to the downtown core.

Delaware doesn't tax Social Security benefits. The cost of living runs about 4.1% above the national average, and with rent at $1,325 a month against home values above $300,000, renting might be the easier fit for a couple relying solely on an average combined benefit. A regional health system serves the greater Wilmington area.

Melbourne, Florida

Median rent: $1,669

Average home value: $357,832

Melbourne sits along the Indian River Lagoon, with historic downtown roots on Crane Creek and a tech-and-aerospace employment base tied to the surrounding Space Coast region. A local college adds campus energy to the mix.

Florida's lack of a state income tax means Social Security goes untaxed here too, and the cost of living runs about 4.4% below the national average. That said, rent above $1,650 a month would consume well over a third of a benchmark couple's combined benefit, and home values near $350,000 put ownership out of reach without existing equity. This is a town where a paid-off home, not fresh financing, makes the math work. Waterfront buyers should also expect flood and hurricane insurance costs. A regional health system with multiple facilities covers routine and specialized care.

Sioux City, Iowa

Median rent: $992

Average home value: $200,738

Sioux City's riverfront trail runs several miles along the Missouri River, with the Big Sioux River nearby and the rare, visible terrain of the Loess Hills adding distinctive scenery. Multiple local colleges give the town a bit of campus energy.

Iowa doesn't tax Social Security benefits. The cost of living here runs about 24.1% below the national average, and rent under $1,000 a month pairs with home values under $201,000, which keeps both renting and buying within reach on an average combined benefit. Heating costs deserve their own line item. A regional health system serves the Sioux City area.

Portsmouth, Virginia

Median rent: $1,282

Average home value: $266,504

Waterfront parks and trails line the Elizabeth River through Portsmouth, with riverside walking paths, a seawall promenade, and a local college campus adding everyday activity along the water.

Virginia doesn't tax Social Security benefits. The cost of living runs about 9.6% below the national average, and both rent and home values sit in a moderate, workable range for a couple on a combined benefit. Given the low-lying, tidal-river setting, flood insurance is worth pricing out ahead of any purchase. A regional health system serves the area with hospital and outpatient care nearby.

Bottom line

Waterfront living on a benefits-only budget comes down to the gap between a couple's combined check and local housing costs. Where rent sits near or below $1,100 and the cost of living runs under the national average, that gap stays wide enough for groceries, utilities, and some breathing room. Where rent climbs past $1,500 or home values approach $350,000, the math usually depends on arriving with a paid-off home or real equity.

Before moving anywhere on this list, price out homeowners or flood insurance, Homeowners Association (HOA) fees if any apply, and what the local health care options mean for your coverage and provider network. Cost of living indexes and median rents are a solid starting point, not a guarantee that your benefit check would free up your retirement budget.
