Building retirement savings usually means putting money into a 401(k) or IRA and hoping your investments grow over time. But a bipartisan bill heading to President Donald Trump's desk could help more Americans build real wealth through a different approach: owning a stake in the company they work for.
The Retire through Ownership Act could help expand access to employee stock ownership plans, or ESOPs, which allow workers to accumulate shares in their employer as a retirement benefit. While the legislation wouldn't guarantee anyone extra money, an ownership stake could give some workers another way to stay on track for retirement.

The Retire through Ownership Act passed the House 401-14
The House passed the Retire Through Ownership Act in a 401-14 vote on September 16, with 191 Republicans, 1 Independent, and 209 Democrats supporting the legislation.
The Senate had already approved the bill, which was introduced by Sens. Tim Kaine, D-Va., and Roger Marshall, R-Kan. It has now cleared Congress and was presented to President Donald Trump on October 5.
"ESOPs help workers make more money, build their retirement, and feel a sense of ownership and connection toward their places of work," Kaine said after the House vote. Marshall also said ESOPs can "build real retirement security for working families" and argued the bill would provide the certainty needed to expand employee ownership.
The legislation doesn't create a new retirement account or require employers to give workers company stock. Instead, it addresses rules surrounding existing employee stock ownership plans.
An ESOP can give you company stock for retirement
An ESOP is a retirement plan that gives employees an ownership stake in the company they work for. Unlike a 401(k), where you typically contribute part of your paycheck and decide how to invest it, ESOP shares are generally funded by the employer. Employees usually don't have to buy the stock with their own money.
Shares are allocated to workers' accounts under the plan's rules and become theirs fully through vesting, immediately or over time. When you retire or leave, you may be able to receive the value of your vested shares.
An ESOP can also exist alongside a 401(k), meaning company ownership could become another source of retirement wealth rather than replacing the savings you're already building.
The bill could make ESOPs easier for companies
The bill tackles a technical issue that can influence whether companies set up ESOPs at all: how privately held shares are valued.
Because private businesses don't have a continuously updated share price, ESOPs rely on independent appraisals when buying employer stock. The bill would give fiduciaries more clarity by allowing them to rely in good faith on valuations that follow established IRS guidance.
Supporters say that added certainty could make more companies willing to consider employee ownership. Even so, the bill wouldn't remove the responsibility of ESOP managers to act in workers' interests or let plans pay whatever they want for company shares.

Employee ownership could add to your retirement savings
The potential benefit for workers is another way to accumulate assets for retirement without necessarily taking additional money from their paychecks.
Imagine your employer allocates $3,000 worth of company shares to your ESOP account each year. Over 20 years, that's $60,000 in employer contributions before considering any increase or decrease in the value of those shares.
If the company grows, your stake could become more valuable. That could be particularly useful for someone already contributing to a 401(k). Instead of relying entirely on personal contributions, investment returns, and an employer 401(k) match, the worker could also accumulate wealth through company ownership.
However, the new legislation wouldn't guarantee those benefits. Employers would still decide whether to offer an ESOP and how their plans operate.
Owning your employer's stock comes with risk
Company ownership could help build wealth, but it also creates a risk that doesn't exist when your retirement portfolio is spread across hundreds or thousands of companies.
If your employer struggles financially, its shares could lose value. In a severe downturn, you could potentially face job uncertainty at the same time your ESOP balance is falling. That's why an ESOP shouldn't necessarily be viewed as a replacement for a diversified retirement portfolio.
If your employer offers both an ESOP and a 401(k), your 401(k) can provide an opportunity to spread your savings across other stocks, bonds, and funds rather than having too much of your retirement wealth tied to one business.
What the bill could mean for your retirement
The legislation wouldn't suddenly put company shares into your retirement account. If you already participate in an ESOP, the changes primarily affect the rules your plan follows when valuing employer stock.
The bigger potential impact could come over time if clearer rules encourage more privately held companies to establish employee ownership plans.
If your employer offers an ESOP, check the vesting schedule, how shares are valued, and what happens when you leave or retire. Also compare it with your 401(k), employer match, and other workplace benefits so you understand how each one contributes to your overall retirement savings.
Retirement News: Almost 80% of Americans fear a retirement age increase — here’s the real reason why
Bottom line
The Retire through Ownership Act passed the House with support from both Republicans and Democrats after previously clearing the Senate. The bill aims to make ESOPs easier to operate by providing clearer rules around the valuation of privately held company shares.
It wouldn't automatically give workers more retirement money or require employers to offer employee ownership. If the changes encourage more companies to establish ESOPs, you could eventually have another source of workplace wealth alongside your 401(k) as you work toward your retirement goals.
