Ocean Harbor Casualty Insurance Company, often shortened to Ocean Harbor, offers both home and auto insurance. In this Ocean Harbor review, I'm going to focus on car insurance. Unfortunately, car insurance policies are only available in Florida and California, so most consumers won't be able to consider this company. That said, I wouldn't recommend it to many people, anyway.

Ocean Harbor provides very little information about its prices and policies online, which makes it difficult to include in your comparisons when you're shopping around for coverage. You'll have to visit or call an office to speak with an agent and get a quote, which is much more tedious than getting a quote online as you can with many national insurance carriers (although it's more common for regional companies to require you to talk to an agent).

All in all, there's no harm in reaching out to Ocean Harbor if you live in Florida and California, as long as you don't mind taking the time to ask for a quote and want to work with a smaller insurer. But the company has received lower ratings for financial stability and customer satisfaction than many others, so I want to stress that you make sure you understand its shortcomings.

How much does Ocean Harbor cost?

Ocean Harbor's costs are, unfortunately, very difficult to pin down because you're limited to contacting the insurer yourself to get a quote. You can't just go online and plug in a few pieces of information about your vehicle and driving history to get an idea of what you might pay for different tiers of coverage, as you can with many top auto insurance companies.

Car insurance costs can vary considerably based on your driving record and history. For example, you'll almost definitely pay more for your car insurance premium if you've been issued a DUI versus having a blemish-free record, and teen drivers are likely to pay more for auto insurance than senior drivers. Some people find that they pay less when they choose a regional insurer like Ocean Harbor, while others receive cheaper car insurance from national carriers.

Is Ocean Harbor car insurance good?

Ocean Harbor is the 56th-largest car insurance carrier by market share, according to 2024 data from the National Association of Insurance Commissioners (NAIC). It isn't included in J.D. Power's U.S. Auto Claims Satisfaction Study and hasn't been graded or accredited by the BBB.

Ocean Harbor's AM Best rating of B for Financial Strength gives me pause, even though this rating is technically considered fair. Compared to the best car insurance companies, many of which have grades of A, A+, or even A++, the folks researching for AM Best have less confidence in the company's ability to fulfill its financial obligations, and its grade indicates some vulnerability to economic changes.

The company's NAIC complaint index, which measures the proportion of consumer complaints filed with state insurance departments relative to the market average, is on the high side, too. An index of 1.00 is average, so Ocean Harbor has more than its share of complaints for how few premiums it has. But 1.87 isn't the highest I've seen, either.

I don't live in Florida or California, so I couldn't get a quote for myself or verify available discounts. That said, regional companies like this that require you to work directly with agents may offer discounts on a case-by-case basis, and just because Ocean Harbor doesn't advertise any to the public doesn't mean its agents won't provide them. Some people report receiving discounted policies for bundling or insuring multiple vehicles, for example.

Ocean Harbor vs. GEICO

GEICO might not be a natural competitor for Ocean Harbor, given that it's one of the largest insurers and nationally available. But I want to compare it to Ocean Harbor because it has some of the lowest rates of any auto insurance company, and it provides a much more typical modern insurance-shopping experience. You can get a quote online in a matter of minutes, and GEICO provides more coverage options — and most likely more discounts — than Ocean Harbor. It also offers 24/7 claims support, chat bot support, and an excellent mobile app.

GEICO car insurance is available in all 50 states, and you'll find independent agents throughout the country, if that's something you're interested in.

Ocean Harbor vs. USAA

USAA has scored very highly in our analysis of car insurance companies for many reasons, not the least of which is its strong performance across the board for customer satisfaction. When you look at its J.D. Power claims satisfaction rating (726 out of 1,000), grades from AM Best (A++) and BBB (A+), and NAIC complaint index (0.99), the data speaks for itself. It also has rock-bottom rates and good coverage.

If you want a company that outperforms much of its competition, I'd recommend USAA. However, there's a big fat caveat: You can only join if you're affiliated with the military.

When does it make sense to choose a smaller or regional insurance company?

If you like the idea of working with a smaller insurer because you want a more personalized experience with the option for in-person support, I suggest checking with local, independently owned insurance offices in your area and getting quotes from a few. Take note of how you're treated and how happy you are with the service you receive. Many of the best and biggest auto insurance companies also have in-person offices, including State Farm, Allstate, USAA, and others.

But if you're primarily concerned with other key factors that can determine what kind of experience you might have as a customer, like claims satisfaction, premiums, and coverage options, you should read reviews for both large and small companies. State Farm, for example, has the largest share of auto insurance premiums in the market, and it's also one of the companies that has scored highest in our research and independent analyses.

Is Ocean Harbor home insurance good?

Ocean Harbor home insurance offers relatively low rates on home insurance (especially if you live in New York), and it issues policies of this kind in more states. For these reasons, I'd be more inclined to recommend at least looking into it for home insurance, but whether it's a good fit for you will depend on exactly what kind of coverage you need and where you live.

Bottom line

I wouldn't recommend Ocean Harbor car insurance for most people. Not only will many people not be eligible to work with this company because it only operates in two states, but its track record of customer satisfaction is poorer than other companies', and you have to contact an agent to get a quote. The insurer also provides fewer coverage options, and it offers very little information about its policies and prices, making it difficult to sufficiently compare your options.
